Overview

The Green Valley Aurora Metro District No. 1 is a residential district responsible for financing and maintaining public amenities and infrastructure for the use and benefit of residents. This district works in cooperation with the AACMD to fund public improvements throughout the Aurora Highlands. 

Green Valley Aurora Metropolitan District No. 1 (the “District”), located in the City of Aurora, Adams County, Colorado, was established pursuant to Article I, Title 32 of the Colorado Revised Statutes (the “Special District Act”), and operates pursuant to the Special District Act and the District’s First Amended and Restated Service Plan approved by the City of Aurora (the “City”) on October 16, 2017, as it may be amended from time to time (the “Service Plan”).  The District is a quasi-municipal corporation and political subdivision of the State of Colorado authorized to provide public improvements and services that the City does not provide.

The District was established for the purpose of (i) financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and limited television relay and translation improvements of the District; (ii) for the ongoing operation and maintenance of the public improvements owned, operated, and maintained by the District; and (iv) all other improvements or services permitted by the Special District Act, except as specifically limited by the Service Plan (collectively, the “Public Improvements and Services”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District.

The District may incur a maximum debt of $4,000,000,000. To repay such debt, the District may (i) assess a maximum mill levy of 50.000 mills on taxable property within the District, subject to adjustments made for changes in the method of calculating assessed valuation or any constitutionally mandated tax credit, cut, or abatement occurring on or after January 1, 2004; and (b) use any and all legally available revenues of the District, including ad valorem property tax revenues and specific ownership tax revenues.

The District must file an Annual Report with the Manager of the Office of Development Assistance of the City Manager’s Office at the City of Aurora, the City of Aurora, the Division of Local Government, the State Auditor, and the Adams County Clerk & Recorder.

The District boundaries overlap with the boundaries of Adams County, Regional Transportation District, School District 28-J Aurora, Urban Drainage and Flood Control District, and Urban Drainage South Platte.
